AVAILABILITY:
Riding is permitted in Ely Arena, Rosebrook Arena, and on the track. These are the only areas where riding is allowed. Rodeo Arena is NOT available for riding at ANY TIME. Riding hours are between 7am and 9:30pm only, everyday of the week. No open riding is permitted when an event or activity is scheduled in the above areas.
A calendar is printed each month with the month's events listed. It will show what days have open riding and what days will be closed. This will allow permit holders to plan around scheduled activities. The Fair reserves the right to book events at any time. The Monthly Calendar is subject to change. We make every effort possible to post any changes in the monthly schedule. Announcements are posted in the Fair Office, on the bulletin boards in Ely Arena and in the barn areas. Calendars are posted in Ely Arena and are available at the Fair Office when you purchase your riding permit. Please feel free to call the Fair Office if you have questions about arena availability. The Fair Office hours are 8:30am to 4:30pm Monday through Friday. We also have an answering machine for messages. (503) 266-1136.
Open Barrels and Open Gaming are open to any permit holders during the scheduled times. These are the only times that barrels and gaming equipment may be set up in the arena. Other riders must work around Open Barrels and Open Gaming at their scheduled time.
RULES:
Please refer to the Ground Rules on the back of this page, in addition to the following:
- Speed limit on the Fairgrounds is 5 mph, STRICTLY ENFORCED, IF IGNORED YOU MAY LOSE YOUR DRIVING PRIVILEGES ON THE FAIRGROUNDS.
- Dogs are NOT allowed on the Fairgrounds at any time. Exceptions apply to seeing eye and hearing ear dogs and dogs on exhibit.
- No loose or unattended horses allowed. Horses may be tied to tie rails only. Trees, panels, pens, signs, garbage cans, etc, are not acceptable places to tie horses.
- Parking allowed in designated areas only.
- It is your responsibility to clean up your area before leaving the fairgrounds. Please sweep up any excess hay and dispose of manure.
- Cleaning of horse trailers must be in designated areas only, and all manure must be disposed of at manure slab. Anyone cleaning horse trailers, or leaving debris, on roadways will have riding permit revoked.
- Riding permitted in designated areas only. No horses or vehicles allowed on lawns or blacktop areas. Riding not allowed on Canby streets or neighborhoods.
- Riding permit must be kept in driver's side window. You may be asked to show your riding permit while on the grounds.
- It is your responsibility to make sure that your horse has the necessary vaccinations. This is a public facility with many horses on the grounds each day.
- Limitations and policies outlined in ORS 30.687 to 30.697 apply at the Clackamas County Fairgrounds.
STALL RENTAL RATES AND RULES:
Please remember our rule against smoking in or around the barns and other hazardous areas. You are responsible for yourself and your guests. The following conditions will apply this season:
- Applicant: All renters must apply for a stall. This includes previous stallers. NO HORSE will be stalled without completed paperwork. All applicants must be 18 years of age. There will be NO EXCEPTIONS!
- Horse Stall Bedding: Limited to Bear Mt. Dry Den. NO Shavings or Straw allowed. Bedding must be stored in tack room or stall made into a tack room. Bedding is not to be placed in front of stalls.
- Rental Rates: All rates are to be pre-paid and due the 1st of every month. There will be NO EXCEPTIONS. A late fee of $10 will be charged on any payments received after the 1st.

Season riding passes are not pro-rated or discounted when purchased mid-year. You will be charged full price for a season riding pass whether it is purchased in September or February. Season passes for the current year will not be sold after February 28.
- Exercise Areas: Rodeo Arena is NOT available for riding. Ely and Rosebrook Arenas approved for riding when not rented. NO LOOSE OR UNATTENDED HORSES. Rosebrook Arena (east end) and the triangle (horse pasture) in the infield is available to turn horses out while cleaning stalls (Maximum one hour per stall). Permittee must not leave fairgrounds until horses are returned to stalls. This will be enforced; violators may be fined or refused rental space. Clackamas County Fairgrounds has the right to change or close any or all turnout pens.
- Riding Permits: Will be required, as in the past, and will be issued when stall rental is paid each month. Riding permits must be visible in vehicle window when using riding facilities or tending horse(s). Individual riding permits will be issued per stall renter, not per stall.
- Parking/Speed Limit: Stall renters will park in the center of stall parking area (by big tree). This is by permit only; one issued per stall. Your riding permit will serve as the parking permit. The speed limit is 5 mph and will be enforced, if ignored you may lose your driving privileges on the Fairgrounds.
- Dogs: Dogs are not allowed on Fairgrounds. Exceptions apply to seeing eye and hearing ear dogs, and dogs on exhibit.
- Horse Shoeing: Area next to Livestock Office will be available for horse shoeing. Please advise your shoer to use that area ONLY - clean up after use is required. There is a $5.00 fee required for animals not stalled at the fair.
- Care: This is a self care facility. The stalls are checked daily. The animals must be cared for daily - watered and fed with water supply available. Stalls must be cleaned and fresh bedding applied on a regular as needed basis. If a horse is determined in need, i.e., lack of water/food or in an unkept stall as observed by Fairgrounds staff, permittee will be called. If there is no response within 8 (eight) hours, the Clackamas County Animal Control will be called for removal of the animal. We request a signed agreement to call your veterinarian in case of an emergency.
- Access: Only stall renters or designated care-givers will be allowed in the stall/barn areas. Because of county and city ordinances and liabilities, only those responsible for animals will be permitted in these areas. This will be enforced. All gates will close at 10pm each night and open at 7am each morning. If you must tend to your horse before 7am, it is your responsibility to make arrangements through the fair office. Stall renters and Riding Permit holders on the grounds after 10pm will be asked to leave, unless you are participating in a scheduled event. Violation of this policy could result in loss of privileges without a refund.
- Tack Rooms: Designated stalls/tack rooms can be used as storage areas. However, very strict rules will apply and restrictions enforced. There is to be no electrical appliances, tools, coffee pots, drop light, etc., used in the barns. Extension cords will not be permitted for any purpose. The light source already in the stalls\tack rooms is the only one approved. You may not change, adjust, revamp, or in any way modify any switch, fixture or electrical unit. All electrical work is done by a licensed electrician employed by the Fairgrounds. If you see a problem or a malfunction, please contact the maintenance department or our office. Please restrict your storage to non-flammable/non-combustible materials. Non-cured hay or feed is especially dangerous. Areas must be kept clean and free of clutter. Clackamas County Fair reserves the right to inspect all stalls/tack rooms.
Please read the ground rules for permittees. Veterinarian release form is required, as is documentation of vaccinating. Upon approval, the permittee may pay fees, sign the agreement and secure stall space. Horses may not move in until application procedure is completed. Back to top
CLACKAMAS COUNTY FAIR & EVENT CENTER GROUND RULES FOR PERMITTEES
- Anyone using facilities on Fairgrounds does so at his own risk.
- All fire lanes and roads must be kept open at all times. Extreme caution should be exercised in use of any Fairgrounds roadway.
- Anyone caught damaging Fairgrounds property or anything stored on the Fairgrounds will be prosecuted.
- All horseback riding must be kept to Ely & Rosebrook arenas, track infield and area around barns. RODEO ARENA IS NOT AVAILABLE AT ANY TIME. NO RIDING IN BARNS, ON LAWN OR ROADWAY or any area South of the Livestock Barn. Riding not allowed on Canby Streets or neighborhoods.
- DOGS ARE NOT ALLOWED ON FAIRGROUNDS. Exceptions apply to seeing eye and hearing ear dogs, and dogs on exhibit.
- Children 17 & under must be under direct supervision of parent or responsible adult at all times while on fair property.
- No motorcycle or bicycle riding on Fairgrounds.
- ABSOLUTELY NO SMOKING IN BARNS OR WITHIN TWENTY FEET OF BARNS.
- Arenas and any other facilities used by Permittees will have designated times set by the management. Monopolizing of facilities not allowed by an individual or group.
- Horses shall NEVER be padlocked in stalls.
- No horses are to be left on grounds unattended except in stalls. ONLY while stalls are being cleaned, horses may be tied to tie racks or may be placed in specified holding pens designated by management if pens are available (All Turnouts maximum one-hour time limit). No horses shall be tied to fences, water pipes, trees, barns or any Fair property other than tie racks.
- All Permittees are responsible for cleanup of stalls, tack rooms and all areas used around the barns.
- NO gypping or lunging except in arenas.
- Use of alcoholic beverages prohibited on fairgrounds except when dispensed by an authorized vendor as part of a scheduled licensed event.
- No heaters or heat lamps allowed in barns or tack rooms.
- NEW! STALLIONS ARE NOT ALLOWED AS A MONTHLY STALL RENTER (As of October 1, 2006)
- No stallions shall be allowed to service any mare on Fairgrounds.
- Proper sustenance must be provided to horses housed in stalls. In addition to other remedies provided elsewhere in this Permit Agreement, failure to so provide proper sustenance may result in an agent or employee of the Fair entering the stall where the animal is being held, providing food and water, and removing and impounding such animal. Cost of required sustenance shall be responsibility of Permittee.
- All horse trailers stored on the fairgrounds must be parked in area(s) designated by Fair and must have a posted permit visible on the trailer at all times. Any trailer left on the grounds without a permit is subject to towing at the owner’s expense. A monthly fee is assessed for any trailer stored on the grounds and will not be prorated.
- All horses must be removed from Fairgrounds on June 30.
- If the facility is not vacated by Permittee at the end of the term prescribed by this Agreement, then Fair is authorized to remove at the expense of Permittee animals and other property of any and all kinds which may be found on or in the facility, and Fair shall not be liable for any damage or loss to said property which may be sustained, either by reason of removal or by occurrence at the place to which it may be removed and Fair is hereby expressly released from any and all claims for damages of what ever kind of nature. For any period beyond the term of the Agreement during which any of Permittee's effects or animals remain on or in the facilities, permittee shall pay additional fees equal to the amount to be paid for use of the facilities pro-rated for each day of the agreed term.
- In rendering space to Permittee, Fair does not relinquish its rights to control, manage, or enforce all the rules for the operation of same. Fair may enter the facilities at any time. Fair reserves the right to eject from or refuse entry to the facilities any objectionable person or persons, and upon the exercise of this authority, Permittee waives any rights and claims against Fair. This includes but is not limited to non-payment of fees when due, and violation of rules.
- Fair assumes no responsibility for any property placed on the facilities by Permittee or Exhibitors, and Fair is hereby expressly relieved and discharged from any and all liability for any loss, injury or damage to persons or property that may be sustained by reason of the occupancy of the facilities under this agreement, and all watchmen or other protective service desired by Permittee must be provided by separate agreement with Fair.
- If any default is made in payment of the fee at the time specified, or if any default is made in any of the terms of this agreement, Fair may at its option terminate this agreement and Fair may re-enter the facilities, by force or otherwise without being liable therefor, remove all animals and property therefrom, and if necessary, in accordance with the Oregon Agistor's Lien Law, to sell same in order to recover its costs of care and removal. It will be the Permittee's responsibility to at all times keep the Fair notified as to the Permittee's mailing address and current phone number. Permittee shall, notwithstanding such re-entry, pay the full amount of the fee.
- If you choose to move out before the end of the season a written notice must be received in the fair office 30 days prior to vacating your stall(s) and your last months rent deposit will be applied toward the final month. Refunds will not be prorated if less than 30 days notice is given. Rent for tack rooms will not be prorated.
- Any decision affecting any matter not herein expressly provided for shall rest solely within the discretion of the Clackamas County Fair Board.

ALL HORSES STALLED AT THE CLACKAMAS COUNTY FAIRGROUNDS MUST SHOW PROOF OF REQUIRED VACCINATIONS (NO EXCEPTIONS). THIS AGREEMENT SHALL ALSO INCLUDE ANY EXHIBITS MARKED AS SUCH AND ATTACHED AS AGREED TO BY FAIR AND PERMITTEE.
